is it OK to dry wetsuit boots and gloves on radiator?

Not really--radiators get quite hot, and even though neoprene won't actally melt at those temperatures, the direct contact with the heat may chemically alter the rubber, reducing its flexibility (making it more liable to tearing when you pull it on).

The best place to fast-dry your divegear would be warm, dry room, out of direct sunlight; e.g. an airing cupboard, utility/boiler room, or even a conservatory/sunroom, if you have one (NB this won't damage/fade your gear, because UV light gets absorbed by glass).
